I'm having trouble with permissions regarding creating a new user. I created a security role for HR and when they try to create a new user and are prompted for a location, it just says "No objects found."

What permissions to I need to add to the Security Role to allow it to view the OUs to choose a location for the new user account?

EDIT: It's clearly not permissions and something with the Web Interface, because I just tried it with the Superuser account and it is still blank.

I figured it out. Even though I had the permissions set, somehow "Organizational Unit" and "Container" was missing from the Browser Filter Options:
