Out of the box, there is no such report. As a solution, you can use a built-in report, Users with non-empty properties. By default it is located in container Reports\All Reports\Users. You can select Job Title as parameter value and group users by the property values.
Alternatively, you can create a dedicated report. The following tutorial should be helpful: https://www.adaxes.com/help/CreateReport.
