Is there a french language pack available for password self-service policies secret questions ?

No, there is not.

However you can enter custom secret questions in any language. To do so:

1. Create a new Password Self-Service Policy.
2. On step 3 of Create Password Self-Service Policy wizard click Edit Questions.
   
3. Click Add and enter the question. Alternatively, you can modify existing questions. To do so just double-click the question and enter your custom one.
4. Click No next to the question. It will change to Yes and the question will be required.
5. Click OK and proceed with creating the Policy.
