It seems like at one point this may have been a unique action? I seem to only be able to create an AD group then mail enable it after. Is there any way to do it in a single action?

Hello,

Unfortunately, there is no such possibility. Creating an AD group and mail-enabling it then is the only option. However, instead of doing that manually, you can use a business rule triggering After creating a group. For example: image.png

Pay attention, that the Establish e-mail address action only works for on-premises Exchange.
