Desktop Support cannot edit rule-based membership. But I have given them the permissions, even Full Control And effective security roles show it
What am I missing?

You need to not only grant users the required permissions, but also configure the web interface accordingly. For details, have a look at section Rule-based groups of the following tutorial: https://www.adaxes.com/help/AddUsersToGroupsByDepartment/#dynamicgroups. Specifically, you need the instructions under How to enable the Membership Type section on step 2 of the section.

Please, sign out and then in to the web interface. Does the behavior persist? Are you sure that you sign in to the very same web interface with both accounts?
