I am trying to setup an event where an approval is triggered when modifying office365 licenses.

I have my user create rule image.png and my office 365 rule image.png

The account I'm using is a member ofthe group but the approval still triggers.

Hello,

According to the screenshots, you are right, the second rule should not trigger for newly created users. For troubleshooting purposes, please, post here or send us (support[at]adaxes.com) a screenshot of the user creation execution log. To get the screenshot:

  1. Launch Adaxes Administration Console.
  2. In the Console Tree, expand your service node.
  3. Select Logging.
  4. In the Result Pane on the right, right-click the Create operation for the corresponding user.
  5. In the context menu, click Properties. image.png
  6. Resize the dialog box that opens so that the entire contents of the Execution log section is visible.
  7. Take a screenshot.
  8. If the section contents cannot fit the screenshot, select it using Ctrl+A, copy and provide us with the text.

I sent a response to support since my screenshots may be a little bit more sensitive in nature.

I had a webex with Support. The technician was very helpful. He pointed out that I was using "The User" and not "The Initiator".
