No, this part of the e-mail notification is generated automatically by Adaxes. You cannot change it. You can only change the header and the footer of the notification.
As a workaround, you can use the Send e-mail notification action in your Business Rule that sends the operation for approval and send your own e-mail before sending the operation for approval. In this case, the approver will get two email notifications, one sent by the Send e-mail notification action, another one more automatically generated by Adaxes when creating an Approval Request.

Starting from the next version, it will be possible to send an operation for approval with a PowerShell script, but it won't be possible to change the operation description.
Are there any plans something to implement in the near future. It's very important for our company.

No, that's impossible because of Adaxes architecture, specifically, because of how the approval workflow is implemented.

How do I customize approval form so approver would get more information and context what should be approved or not? "Are you sure want to approve the request?" isn't enough. I would like to see something like "Are you sure want to approve removing user x?"
