I was able to resolve the issue. I had to remove all the locations governed from a specific role and add them back. Tnere was an error about duplicate entries that gave me the clue.

Thank you for the confirmation, it is much appreciated. Also, duplicate assignments can be present in Security Roles if they are added via a script.
